Thomas G. Loomis, P.E. is a licensed professional engineer in Texas. He has been practicing in Texas for more than 35 years as a project management principal and senior design engineer. Over the past two decades, Mr. Loomis has been an expert consultant to plaintiffs and defendants in both public and private sector litigation across the state. He has a strong understanding of foundational engineering principles and practices, experience and expertise with wide-ranging civil design software (e.g., hydrology and hydraulics), expertise in the performance of detailed drainage and civil design system failure forensics, and the ability to assist the legal system in understanding complex engineering principles and practices.
